The First Argentine Congress on Cannabis and Health was held last week at the National University of La Plata (UNLP), bringing together academics, activists, cultivators and patients from across the Southern Cone country. The focus was on expanding the extremely limited medical marijuana law passed in Argentina earlier this year. At the opening ceremony, held in an auditorium within La Plata's provinicial legislature building, UNLP president Raúl Perdomo pledged to "work to make the regulations for the recently approved law include the national universities in cultivation and research."

The family of late reggae legend Peter Tosh announced June 22 that the superstar's son has been left in a coma following a beating in a New Jersey jail, where he was serving a six-month sentence on a marijuana possession charge.

Attorney General Jeff Sessions has called on congressional leaders to overturn federal protections on medical marijuana that have been in place since 2014, according to a May letter that the Washington Post published June 13. The letter, addressed to the Senate majority and minority leaders as well as Speaker of the House Paul Ryan, called for repeal of the Rohrabacher-Farr amendment, which bars the Justice Department from using federal funds to prevent named states "from implementing their own State laws that authorize the use, distribution, possession or cultivation of medical marijuana."

A new ruling by Colombia's top court may open the way for a resumption of glyphosate spraying to wipe out coca crops, which was suspended in 2015 due to health concerns—in defiance of much pressure from Washington. In the May 25 decision, a two-judge panel of the Constitutional Court did order that the suspension of the fumigation program be continued. But it also ordered the government to conduct a "prior consultation" with campesino communities to establish acceptable terms for spraying. 

Announcement of an aggressive new coca-eradication campaign in Peru was met with a deadly attack on security forces in the targeted production zone. Authorities said "narco-terrorists" attacked a National Police patrol in the Apurímac-Ene-Mantaro River Valley (VRAEM), leaving two troops dead. The VRAEM, a pocket of jungle on the eastern slopes of the Andes, is believed to produce some 75% of Peru's coca leaf, but the government has until now resisted US pressure to launch an eradication program there, for fear of enflaming the tense situation in the valley. A surviving remnant of the Shining Path insurgency remains active in the VRAEM, offering cocaleros protection from security forces in exchange for their loyalty.

Damian Marley, youngest son of late reggae superstar Bob Marley, has joined with a group of Colorado cannabis entrepreneurs associated with the firm Denver Relief to buy controlling interest in High Times magazine, the counterculture icon with a valuation of $70 million. According to the San Francisco Chronicle, the deal includes websites, publishing and the Cannabis Cup trade shows and competitions.

France will introduce a law by year's end to end prison terms for cannabis use, a spokesman for the new President Emmanuel Macron said May 26. Macron made his pledge to reform laws on cannabis use a key campaign plank during the hard-fought race. Under current law, offenders can face a year in prison plus a fine of up to 3,750 euros ($4,200).

A judge in El Salvador on May 24 sentenced seven accused members of the country's feared mara gang networks to 390 years in prison each for the March 2016 massacre at the town of San Juan Opico. Authorities say the maras kidnapped three day laborers and eight electric company workers at the town, just outside the capital San Salvador—and then killed them, without waiting for a ransom. The mara networks have been factionalizing in a struggle over the cocaine trade through Central America, as well as the lucre from their new sidelines of extortion and kidnapping. The seven sentenced are said to be from a new faction with the disconcerting name of the Barrio 18 Revolutionaries—implying they actually seek to challenge  the state, in the style of Mexico's Zetas.
