David PeelNew York's most famous street musician, David Peel, passed away April 6 at the age of 73. Peel suffered a massive heart attack and went into cardiac arrest on March 31. He was being treated in the ICU unit at the VA Hospital in Manhattan. Friends gathered to pay respects to the singer, who lit up the Lower East Side with his humorous protest tunes since the late '60s.

Central AmericaAt least three guards were killed when riot police were sent in to storm the Etapa 2 juvenile detention center outside Guatemala City, where members of the notorious Barrio 18 narco-gang had seized cell-blocks and taken hostages March 20. Riot troops were ordered to take the facility despite desperate pleas from guards being held hostage. Latin American Herald Tribune reports that before the bloody climax, hostages had shouted from windows, urging authorities to negotiate with their captors. "We are begging and the government doesn't want to do anything," one reportedly cried. "They give no attention to our lives."

Mexico: another mass 'narco-grave' found in Veracruz

MexicoMore than 250 human skulls were unearthed from a mass grave outside Mexico's port city of Veracruz, state prosecutor Jorge Winckler announced March 14. Winckler said the remains are of cartel victims, slain some years earlier. While details on how this latest find came to light were not forthcoming, the survivors' group Colectivo Solecito has been carrying out its own search for "narco-graves" in Veracruz state, hoping to discover the remains of disappeared loved ones. Last year, the collective discovered some 30 clandestine graves, but this would be the biggest such gruesome discovery yet.

CanadaPolice carried out raids on several Cannabis Culture outlets across Canada March 9, one day after the dispensary chain's founders, Marc and Jodie Emery, were arrested. As of press time, five Cannabis Culture locations have been raided in Toronto, and one in Hamilton, Ont., as well as the flagship location in Vancouver, BC. Canada's self-described "Prince of Pot" and his wife were taken into custody at Toronto's Pearson International Airport as they were about to depart for the cannabis expo Spannabis in Barcelona, the Vancouver Sun reports.

US army war veteran faces deportation to Mexico for non-violent drug offense

border wallAn immigration hearing was held in Chicago March 6 for an Army veteran who served two tours of duty in Afghanistan, sustained a brain injury in combat, suffers from post-traumatic stress—and may now be deported to Mexico over a non-violent drug offense. Pfc. Miguel Perez Jr, 38, came to the US from Mexico when he was just eight years old. Perez, whose parents are both US citizens, told the immigration judge he loves the United States and considers himself a devoted patriot. After the 2.5-hour hearing, the judge said a decision will be issued in a few weeks.

Israel moves to decriminalize recreational cannabis

Middle EastIsrael's cabinet on March 4 approved a proposed measure to decriminalize recreational use of cannabis, allowing it to go to a vote in the country's parliament, the Knesset. If it passes there, as is expected, first-time cannabis offenders will face a fine of 1,000 shekels ($270), but criminal charges will only be brought on a fourth offense. Public Security Minister Gilad Erdan, who led the reform effort, said that "the government's approval is an important step on the way to implement the new policy, which will emphasize public information and treatment instead of criminal enforcement."

Baltimore police hit by drug scandal

police Seven Baltimore police officers were arrested by federal agents March 1 on racketeering charges. The officers are accused of conducting illegal stops, stealing money and drugs from suspects, swearing false affidavits, submitting false incident reports and participating in overtime fraud. One of the officers was also charged in a separate drug conspiracy indictment, involving a heroin distribution ring. The charges are the latest blow to Baltimore's already scandal-mired police force.

Peruvian motherhood for medical marijuana

PeruAn unprecedented—and completely unexpected—campaign for medical marijuana in Peru has been paradoxically sparked by a police raid on a collective n Lima last month. What local media accounts luridly called a "clandestine laboratory" in the capital's San Miguel district was busted by National Police in the pre-dawn hours of Feb. 8, and five kilos of cannabis confiscated along with equipment. Turns out it was the hash-oil facility of a collective known as Buscando Esperanza (Seeking Hope)—made up mostly of mothers who were producing the oil for their offspring suffering from cancer, multiple sclerosis, epilepsy and the like. One of the moms, Ana Álvarez, has now emerged as Peru's national voice of medical marijuana.
