Some of the key cannabis cultivation zones around the world are also those feeling the earliest and harshest impacts of the impending global climate disaster. How can the global cannabis community respond?

Morocco, long the world's largest illicit producer, is finally getting a legalized commercial cannabis industry, thanks to a law actually introduced by the current otherwise conservative government. The new law is designed to daylight traditional small growers in the marginalized Rif Mountains.

But the program is geared toward the export market and explicitly bars "recreational" use. It remains to be seen whether there will be a meaningful relaxation of increasingly militarized cannabis enforcement.

Fernanda de la Figuera, Spain's "Grandma Marijuana," has been sentenced to nine months in prison for growing cannabis in her backyard and providing healing herb to her “association” of medical users. She pledges to appeal the ruling to the European Court of Human Rights, in what could become a landmark medical necessity and personal freedom ruling for the entire European Union.

California is moving toward adopting official "appellations" for cannabis, certifying a strain's regional origin. The concept is inspired by the wine industry, where such a certification system has long been in place in several producer countries. Wine appellations, often a mark of prestige, provide a model for what is now to be applied to high-end cannabis.

Oakland-based cannabis industry research firm ArcView Group has released a new study, ambitiously entitled "The Road Map to a $57 Billion Worldwide Market." It provides a sweeping overview of recent progress and future prospects for legal or medical herb across the globe. But it also warns that, due to continued legal restrictions and bureaucratic overstretch, the market is in most areas bottlenecked from achieving its potential.

The Dutch police association has released a lurid report asserting that the Netherlands is becoming a "narco-state," with authorities unable to keep ahead of criminal enterprises bringing illegal drugs into the country. There have in fact been some recent cases of grisly narco-violence in the Netherlands, of the kind more commonly associated with Mexico or Colombia. The report will provide further propaganda for opponents of the Dutch gedoogbeleid (tolerance policy) toward the sale of cannabis—but a link between that and the recent violence is dubious.

Over the past weeks, authorities in Morocco and Spain have unleashed sweeps against hashish smuggling networks, arresting hundreds. One ring was reportedly using Serbian ex-military helicopter pilots to ferry product across the Strait of Gibraltar. This heightened militarization is disappointing, as a legalization initiative in Morocco—the world's top cannabis producer—fell victim to political unrest and intrigues last year.

Spain made unwanted international headlines Oct. 7 when nearly four metric tons of cocaine worth an estimated $260 million was seized by Spanish customs officers in the Atlantic, headed for the Iberian peninsula. The haul was found on a tugboat between Portugal's Madeira and Azores islands, with 165 packages of cocaine each weighing 23 kilograms—for a total of 3.7 tons—concealed beneath the vessel's cooking area. The operation was jointly conducted with UK's National Crime Agency under the co-ordination of the Maritime Analysis and Operations Centre-Narcotics (MAOC-N) in Lisbon. The crew, from Turkey and Azerbaijan, were arrested.
