Although rarely in the news, the Central Asian republic of Tajikistan is a critical corridor for hashish and opiates bound from southern neighbor Afghanistan to Europe and world markets. Violence associated with the cross-border trade is predictably endemic and appears to be escalating. Border guards have repeatedly clashed with traffickers on the frontier in recent weeks, leaving several dead.

The first decisive step toward the liberalized atmosphere for cannabis across much of the country was quite arguably San Francisco's Proposition P of 1991—the popular initiative that protected medical marijuana use in the city. So it's heartwarming that the City by the Bay has just established an Office of Cannabis to oversee legal sales. 

In unsettling news for the country's peace process with the FARC guerillas, Colombia registered a record-shattering 50% increase in coca-leaf cultivation last year, according to the latest report from the UN Office on Drugs and Crime (UNODC). The figures, released by UNODC's Integrated Illicit Crops Monitoring System (SIMCI) and reported by Bogotá daily El Tiempo July 14, show 146.000 hectares under coca cultivation in 2016, compared to 96.000 in 2015—actually a 52% jump.

The Republic of Ireland's long-promised medical marijuana law is being held up in the country's parliament, the Dáil—leading patients who have been waiting for legal herbal treatment in their own country to charge "betrayal." That was the exact word used by Irish mom Vera Twomey, speaking from the Netherlands, where she was seeking cannabis care for her daughter Ava, 9, an epilepsy sufferer. "What issue is more important than people all over the country in chronic pain?" she rhetorically asked Ireland's national broadcaster RTÉ, according to the Irish Times of July 13.

The horrific case of 43 college students from the Mexican village of Ayotzinapa who disappeared in September 2014—and were allegedly murdered by a local narco-gang—made deeply embarrassing international headlines again this week. The New York Times reports July 10 that sophisticated spyware supplied to Mexico officially to track narco-traffickers and terrorists was instead used against human rights investigators looking into the Ayotzinapa case.

The United Nations Office on Drugs and Crime (UNODC) last week issued its World Drug Report 2017—its 20th annual survey of production, trafficking and eradication and enforcement efforts around the globe. In past years, the report has sought to quantify the amount of cannabis cultivated in each producer country—over the past decade consistently placing Morocco in first place, generally followed by Mexico and Paraguay. This general trend continues—with some new variations.

If Mexican President Enrique Pena Nieto hoped to present an image of stability to US Homeland Security Secretary John Kelly when he flew in on July 5, it proved to be pretty bad timing. On Kelly's second day, he toured southern Guerrero state to witness opium eradication operations there. Late that very night, a riot broke out at the prison in the state's biggest city, violence-torn Acapulco. The explosion of violence at Las Cruces CERESO (Social Readaption Center) ended with at least 28 inmates dead—many of them mutilated and several beheaded.

Authorities in South Korea have long boasted that the country is "drug free," but that fiction is getting harder to maintain. Korea JoongAang Daily on July 6 reports that the amount of drugs seized by customs agents in the Republic of Korea jumped significantly in the first half of this year. The Customs Service said it seized 27.5 kilograms (60.6 pounds) of drugs worth 41.3 billion won ($35.9 million) in the first six months of 2017.
