Spain made unwanted international headlines Oct. 7 when nearly four metric tons of cocaine worth an estimated $260 million was seized by Spanish customs officers in the Atlantic, headed for the Iberian peninsula. The haul was found on a tugboat between Portugal's Madeira and Azores islands, with 165 packages of cocaine each weighing 23 kilograms—for a total of 3.7 tons—concealed beneath the vessel's cooking area. The operation was jointly conducted with UK's National Crime Agency under the co-ordination of the Maritime Analysis and Operations Centre-Narcotics (MAOC-N) in Lisbon. The crew, from Turkey and Azerbaijan, were arrested.

In the long string of Mexican journalists assassinated for covering police abuse and narco-corruption, the latest case is particularly egregious. On Oct. 6, authorities in San Luis Potosí found the body of Edgar Daniel Esqueda Castro outside the city's airport, dead of three gunshot wounds. He had been abducted by armed men in police unforms the previous night.

Some 15 civilians were killed and more than 50 were injured when Colombian security forces opened fire during coca eradication operations in a hotly contested incident Oct. 5. Local cocaleros say a mixed force of army and National Police troops fired "indiscriminately" into a crowd of peaceful protesters, in what they are calling a "massacre."  Police and military officials claim they fired in response to an attack by remnant FARC guerillas under a renegade commander who goes by the alias "Guacho."

A bipartisan group of senators introduced legislation Oct. 4 that would reduce prison terms for non-violent drug offenders, Reuters reports. Under the proposed reform, mandatory minimum sentences would be reserved strictly for those convicted of violent crimes.

As Canada prepares to legalize cannabis next year, the country has seen several recent conferences and expositions on how industry and society will manage the transition. The latest, the Grow Up Conference and Expo, opens Oct. 6 at the Niagara Falls Scotiabank Convention Centre in Ontario, and will feature over 100 speakers from a variety of specialties, including doctors and lawyers—with a focus on cultivation.

The dilemma now faced by several US states concerning whether "medical marijuana" need include actual herbaceous cannabis is about to hit the South American nation of Peru. Law 982/2016 is advancing through the country's Congress, and is headed for an imminent floor vote. The push for the new law was launched after a police raid in Lima earlier this year on a collective known as Buscando Esperanza (Seeking Hope)—made up mostly of mothers who were producing cannabis oils for their offspring suffering from cancer, epilepsy and the like. The bill cleared the congressional Defense Committee, that concerned with internal security, in mid-September.

Following a favorable court ruling earlier this year, cannabis advocates and growers are making a big push for a legal industry in South Africa. A first regional industry meeting was held Sept. 20 at Cato Ridge outside the port city of Durban, bringing together producers under the banner of the Cannabis Development Council of South Africa.

Brazil's ongoing favela wars have taken a dramatic turn for the bloody—prompting the government to send military troops into Rio de Janiero's notorious Rocinha. This is the most violent of the city's sprawling favelas—informal urban settlements virtually abandoned by the government for anything other than militarized anti-drug operations. The army on Sept. 22 deployed nearly 1,000 troops in Rocinha, responding to a request from the Rio state government, Defense Minister Raul Jungmann told local TV.
