Montana this spring defeated the latest effort by anti-freedom forces to roll back legalization in Big Sky Country. And state policy has been tweaked to protect small operators, positioning this inland mountain realm to ride out the dilemmas impacting the cannabis industry on the West Coast.

An international network of non-governmental organizations has submitted a "shadow report" to the United Nations, calling the war on drugs a "spectacular failure"—and calling on the world's governments to reconsider it. The report takes heart from the growing official tolerance of cannabis in several countries around the world, but warns of escalating and horrific repression in the name of drug enforcement in several others. Will the UN take heed when it revisits the question of drug policy in 2019?

Brazilian federal police on Dec. 28 announced the arrest of José González Valencia, one of the top leaders of the Jalisco New Generation Cartel (CJNG)—the criminal machine that in recent years has risen to challenge the Sinaloa Cartel for control of Mexico's narco trade. Valencia, known as "Chepa" or "El Camarón" (The Shrimp), was arrested at Aquiraz, a resort near the coastal city of Fortaleza, where was spending the Christmas holidays with his family. Authorities said Valencia had been living in Bolivia for two years after fleeing Mexico, and had entered Brazil as a tourist on a Bolivian passport.

Among the coca-growing peasants of Bolivia's Yungas region (the country's prime legal cultivation zone) is a substantial Afro-Bolivian population—descendants of slaves who were brought in by the Spanish colonialists to work in the silver mines and haciendas centuries ago. Some have inter-married with the indigenous Aymara people of the Yungas, forming a distinctive Afro-Aymara culture.

The United Nations Office on Drugs and Crime (UNODC) last week issued its World Drug Report 2017—its 20th annual survey of production, trafficking and eradication and enforcement efforts around the globe. In past years, the report has sought to quantify the amount of cannabis cultivated in each producer country—over the past decade consistently placing Morocco in first place, generally followed by Mexico and Paraguay. This general trend continues—with some new variations.

Bolivia and Brazil agreed to a joint plan to fight criminal gangs that operate on their shared jungle border, long pourous for drug and arms traffickers. The decision was taken at a Brasilia meeting between Brazil's Justice Minister Osmar Serraglio and Bolivia's Government Minister Carlos Romero on May 13. The plan includes establishment of new border checkpoints in the Bolivian outposts of Bella Vista and Puerto Evo and the Brazilian villages of Costa Marques and Plácido de Castro. It establishes mechanisms for sharing intelligence, and operations to secure control of air-space over the border zone. It also calls for joint military training between the two countries.

Bolivia's President Evo Morales signed into a law March 8 a bill passed by the country's congress that nearly doubles the area of national territory open to coca leaf cultivation. Law 906, or the General Law of Coca Leaf, envisions new legal commerical and industrial uses for the leaf. It replaces the far more restrictive Law 1008, passed during the Reagan-led drug war militarization of the Andes in 1988—when Bolivia's transition to democracy after years of military dictatorship was still new. "The hour has arrived to bury Law 1008, which sought to bury coca leaf in Bolivia," the presidency office said in a statement. "This is an historic day." The signing ceremony at the presidential palace was witnessesed by a delegation of coca-growers.

Bolivian President Evo Morales on Christmas Eve pardoned 1,800 prisoners held in facilities across the country—part of his ongoing effort to curtail overcrowding in the Andean nation's penal system. "The present decree's aim is to give amnesty and total or partial pardons to people who have been deprived of their liberty," Morales told a news conference in the central region of Cochabamba.
