Three gun-battles in one day left at least 13 dead in the Mexican border city of Matamoros Nov. 2, Tamaulipas state authorities acknowledged. A statement from the Tamaulipas Coordination Group—the liaison office between state and federal forces—said two of the shoot-outs were between Mexican Marines and "armed civilians," the standard euphemism for cartel gunmen. One woman was among the 13 dead, who were also identified as "civilians"—leaving it unclear if they were combatants or by-standers. What press accounts called "narco-blockades" cut off traffic on the city's principal avenues. (Global Post, Crónica de Hoy, Nov. 4; Proceso, Nov. 3) Nov. 11 saw another outburst in the neighboring border city of Reynosa, with federal forces and presumed cartel gunmen having a high-speed shoot-out in a car chase through several neighborhoods. Allegedly, only one of the gunmen was killed, but video footage provided by the Facebook-coordinated network Valor por Tamaulipas showed a car overturned in road pile-up. Mexico is shocked by the murder of Mayor Ygnacio López Mendoza of Santa Ana Maya, Michoacán, who was found dead in his car in neighboring Guanajuato state Nov. 7.  Just last month, he made national news when he held a public hunger strike outside the Senate building in Mexico City for 18 days—demanding more money for his town because of the 10% cut being extorted by the Knights Templar narco gang on all municipal spending. Authorities initially said the death was a traffic accident, but this claim evaporated when the autopsy report indicated "asphyxia secondary to neck trauma"—suggesting strangulation. Pressed for details by the Association of Local Authorities of Mexico (AALMAC), the Guanajuato Prosecutor General's Office, which had conducted the autopsy, admitted that López Mendoza had been tortured before being killed. During his hunger strike, López told GlobalPost that he knew he could be killed at any time. "We are on the knife's edge," he said. "I can be talking with you here today and in a few weeks you could be reading my death notice."

On Oct. 23, National Police in Peru apprehended in Lima an accused commander of one of the two surviving remnant factions of the Sendero Luminoso guerilla movement. The Interior Ministry named the detained man as Rolando Pantoja Quispe, and said he was under the orders of Florindo Eleuterio Flores Hala AKA "Comrade Artemio"—the notorious Sendero commander who was captured last year and condemned to life in prison. The ministry said Pantoja Quispe controlled cocaine trafficking in the Yanajanca Valley of Huanuco region, and hailed the arrest as a further blow against Artemio's crippled network. On Oct. 19, a patrol of Bolivia's Joint Task Force, coordinating National Police and army troops in coca-eradication missions, was ambushed by unknown gunmen at  Miraflores pueblo, Apolo municipality, in the coca-growing Yungas region, sparking a gun-battle that left four dead—three troops and a medic. Up to 30 were injured, but all the assailants seem to have escaped. Government vice-minister Jorge Pérez said the attack was "planned by people related to the narco-traffic," adding that the partially buried remains of a cocaine lab had been found nearby. Days later, Leopoldo Ramos, the public prosecutor appointed to investigate the case, said that "by the form of execution, for the Public Ministry it is probable that those who attacked in Miraflores are persons trained by Sendero Luminoso."

OK, no pun intended, but this one doesn't pass the smell test. Reuters reports all too credulously Nov. 1 that doctors in Albania say hundreds of people have fallen ill from harvesting cannabis. The hospital in the southern city of Gjirokaster said some 700 have sought treatment since June for the effects of planting, harvesting, pressing and packing the crop. "In the last two months about seven to eight people arrive in the emergency ward each day and many more have come earlier with disorders from hashish," Gjirokaster doctor Hysni Lluka told local Top Channel TV.  Lluka said women and teenagers, who account for some 40% of those working in the notorious cannabis district of Lazarat, had sought help for vomiting, stomach pain, irregular heart beats and high blood pressure. One patient reportedly arrived "in a critical state." Uninitiated readers are left with the clear impression that harvesters were suffering from severe cannabis intoxication.

Hundreds of police officers, sheriffs' deputies and military servicemen from across the country—many donning battle fatigues—converged on downtown Oakland's Marriott Hotel Oct. 25 for the opening of the Urban Shield security confab and weapons show. National and international law enforcement agencies joined with defense industry contractors to attend seminars and display wares for three days. Outside the Marriott, scores of community activists protested the event. United under the name Facing Urban Shield, the coalition said the militarist tone of the event highlighted the worsening human rights records of police forces around the US, and the waste of billions of tax-dollars on prisons. They also charged that the showcasing of arms dealers undercut crime-plagued Oakland's efforts to stem gun violence.

Nearly half a million were left without electricity for 15 hours after 18 substations were blown up Oct. 27 in a wave of coordinated attacks across Mexico's west-central state of Michoacán, the latest battleground in the country's relentless cartel wars. Six gasoline stations were also burned down near the state capital Morelia, in what authorities said was a terror campaign by the Knights Templar cartel. Gov. Fausto Vallejo Figueroa of the ruling Institutional Revolutionary Party (PRI) said the violence was set off by the Jalisco Cartel, based in the neighboring state of that name, seeking to "seize territory" controlled by the Knights Templars in Michoacán, and warned of a "great massacre" (matazón).

A new riot between rival gangs in the dangerously overcrowded prison at  Altamira, in the Mexican border state Tamaulipas, left seven inmates dead Oct. 26.  State authorities said the prisoners were killed with makeshift knives in a fight in one cellblock at the facility, officially known as the Execution and Sanction Center (CEDES). Thirty-one inmates died in a riot in the same prison early last year, pointing to a crisis rooted in the confluence of teeming lock-ups and the bloody narco wars being waged in Tamaulipas both inside and outside the prisons. The state is currently Mexico's most violent. The CEDES was designed to hold 2,000 inmates, but now has a population of more than 3,000. (AP, Notimex, Oct. 26)
