The trial of a paralyzed man who was prosecuted by Swedish authorities for self-medicating with cannabis has sparked debate over legalization in the Scandinavian nation, according to a March 27 report in Sweden's English-language The Local. Andreas Thörn, 37, who broke his neck in a motorcycle accident in 1994, used cannabis for relief from neuropathic pain as well as anxiety and depression. He was initially acquitted in August 2015 after successfully using a medical defense. Thörn said he had tried numerous pharmaceuticals which did not help, and had run out of legal options. Claes Hultling, spinal injury specialist at the Karolinska Institute, testified that studies indicate barely a fifth of spinal cord patients can be treated with the drugs available today.

In a blow to municipal power to regulate medical marijuana, the US Supreme Court on March 21 refused to hear Oakland's appeal of last year's ruling by the 9th Circuit Court of Appeals that the city cannot help defend Harborside Health Center in federal court. The Justice Department has been trying to shut down the flagship dispensary on the Oakland waterfront—dubbed a "superstore" by US attorney Melinda Haag. The city of Oakland tried to intervene in the case, asserting that Harborside's closure would rob the cash-strapped municipality of millions in tax revenues.

For a second year running, the US Border Patrol reports drastically reduced cannabis seizures along the Mexican border—and even the mainstream media can't help making the connection to the growing trend toward legalization and tolerance in the United States. In reporting the findings, the Washington Post uses the headline, "Legal marijuana is finally doing what the drug war couldn't." Last year, border agents confiscated some 1.5 million pounds—down from a peak of nearly 4 million in 2009. Increased domestic production in California, Colorado and Washington have driven prices down, especially at the bulk level. "Two or three years ago, a kilogram [2.2 pounds] of marijuana was worth $60 to $90," a Mexican cannabis farmer recently told NPR. "But now they're paying us $30 to $40 a kilo. It's a big difference. If the U.S. continues to legalize pot, they'll run us into the ground." 

A mass shut-down of cannabis dispensaries in Big Sky Country is feared after a Feb. 25 ruling of the Montana Supreme Court. In a 6-1 decision, the high court upheld provisions of the state's restrictive medical marijuana law passed in 2011, finding them a "rational response" of the dramatic increase in users. The provisions limit providers to no more than three patients each, and impose other restrictions, incuding a ban on advertising. In one victory for the state's burgeoning cannabis industry, a provision that banned providers from receiving compensation was struck down. But the ruling was harshly assailed by the Montana Cannabis Industry Association, which brought the legal challenge. 

Judge Michael Phelan of the Vancouver Federal Court ruled Feb. 24 that medical marijuana patients have a constitutional right to grow their own cannabis, striking down a ban introduced by Canada's previous Conservative government under the 2013 "Marihuana for Medical Purposes Regulations." The case, brought by a group of British Columbia residents led by Neil Allard, invoked the Canadian Charter of Rights and Freedoms, which guarantees the right to not be deprived of life, liberty, security of the person "except in accordance with the principles of fundamental justice." Judge Phelan agreed with the plaintiffs that "the access restrictions have not been proven to be in accordance with the principles of fundamental justice" and therefore infringed upon their constitutional rights. As the decision was announced, Kirk Tousaw, attorney representing the patients, tweeted: "Win!"

He starts by relating how he's always being plied with proposals to go into the cannabis biz, cashing in on the growing legal market with "Maher-ijuana" or "Billy Buds." But then he goes into an admonition for his own team: "You hippies need to get your head out of your grass! Progress doesn't just automatically snowball." He notes the rollback of abortion rights over past generation, with hundreds of clinics shut down—and makes an analogy to the hundreds of dispensaries recently closed in Los Angeles. He quipped: "And dispensaries still can't get banking services, because they're too skeevy—the banks, not the dispensaries."

Australia is anticipated to soon legalize cultivation of cannabis for therapeutic and resarch purposes, following a bill introduced to Parliament in Canberra Feb. 10. The proposed legislation, backed by Prime Minister Malcolm Turnbull and leading political parties, would amend the Narcotic Drugs Act of 1967 to allow licensed cultivation and distribution of medical marijuana. The law would also change the Therapeutic Goods Act of 1989 to permit farmers to cultivate and distribute. Introduction of the bill follows recent moves by several Australian states and territories to provide patients participating in clinical trials with access to the herb.

Italy took a step towards relaxing its marijuana policy Jan. 15, when the Council of Ministers approved a measure that removes criminal penalties for researchers who violate terms of their cultivation license, making it punishable only by a light fine. Justice Minister Andrea Orlando was quick to emphasize: "This does not decriminalize those growing weed on their terrace." The Italian military maintains a monopoly on cultivation for medical users, while only a handful of private firms have licenses to cultivate for research purposes. Those caught growing their own without a license still face up to a year in prison and a €4 million fine. But support is growing in parliament for a general decriminalization or even legalization that would extend to personal cultivation. Last July, over 200 lawmakers agreed to provisional text for a legalization bill.
