Cannabis is still illegal in Costa Rica, but a new government study reveals that it has overtaken tobacco as the smoking substance of choice in the traditionally peaceful Central American nation. Simultaneously, Costa Rican activists have launched a new association to press for a medical marijuana program. These developments come as a crusading anti-gay conservative was defeated in the presidential race by a center-left candidate who campaigned on a gay marriage platform. Will cannabis be the next item on Costa Rica's cultural agenda?

District of Columbia activists actually passed out joints to city lawmakers in their effort to press them on a law to permit cannabis sales in the nation's capital. They've also tried to win this through ballot initiative, building on 2014's Initiative 71 that legalized possession of herb in DC. But councilmembers say their hands are tied by a Congressional stricture on any further lifting of the legal pressure on cannabis.

The networking group CannaGather held its fifth confab at lower Manhattan's Galvanize venue Sept. 28, bringing together some 200 entrepreneurs, investors, press and activists from throughout the New York metropolitan area. Inspired by the New York tech industry meet-ups of the dot-com boom in the late '90s, CannaGather hopes to similarly connect people in a burgeoning industry and help spur its growth.

Hemp Business Journal reports that products infused with CBD oil are leading growth in hermp-derived products sold in the United States generally, which in 2016 had a collective retail value of $688 million. This figure represents a five year 22% compound annual growth rate (CAGR). Joining more traditional products such as shelled seed, protein powder, soaps and lotions, are growing lines of medicinal preparations such as CBD edibles. Hemp-derived cannabidiol (CBD) accounted for $130 million in sales last year.

Authorities in South Korea have long boasted that the country is "drug free," but that fiction is getting harder to maintain. Korea JoongAang Daily on July 6 reports that the amount of drugs seized by customs agents in the Republic of Korea jumped significantly in the first half of this year. The Customs Service said it seized 27.5 kilograms (60.6 pounds) of drugs worth 41.3 billion won ($35.9 million) in the first six months of 2017.

Following last-minute changes, the lower house of Florida's legislature on May 2 voted 105-9 to pass HB 1397, ostensibly following through on the voter mandate to establish a medical marijuana program in the Sunshine State. But those last-minute changes included both a limit on the number of license holders—and a ban on actually smoking herbaceous cannabis. House sponsor and Republican leader Ray Rodrigues blamed fears of interference from the Trump administration, telling the Tampa Bay Times: "We have to make it legal and available to Florida residents, but we have to do it in such a way that it complies to the guidance we’ve been given by the federal government."

Prime Minister Justin Trudeau introduced legislation to legalize the recreational use of cannabis in Canada April 13, following through on a campaign pledge and ending a long wait by advocates and entrepreneurs. The new law would allow adults 18 and over to possess or share up to 30 grams of dried herbaceous cannabis, and to purchase cannabis or cannabis oil from retailers, to be regulated at the provincial level. Canadians would also be allowed to grow up to four plants per residence for personal use, and to prepare legal cannabis products at home. Cannabis-infused edibles are to be available for sale after the regulatory framework is developed and brought into force.

An Australian woman who has long provided free cannabis oil products to the ailing had her home in the Adelaide suburb of Hiller raided by police Jan. 4. The South Australia Police "reported" Jenny Hallam, 44, for drug charges after the raid turned up cannabis products and equipment. Her lawyer, Heather Stokes, said Hallam gives away the products, and her actions should not be regarded as criminal.
