Amid mounting concern about the ecological impacts of outdoor cannabis grows in California's Emerald Triangle comes news of last week's massive raid on the Yurok Indian Resolution in Humboldt Country. The California National Guard on July 21 joined more than a dozen other agencies to help Yurok tribal authorities uproot the grows, the LA Times reported. Tribal leaders say that grow ops have threatened the reservation's water supply, harmed its salmon, and interfered with cultural ceremonies. At the request of Yurok officials, officers served search warrants at several properties in and near the reservation along the Klamath River. Participating agencies in "Operation Yurok" included the Sheriff's Drug Enforcement Unit, the North State Marijuana Investigation Team, the federal Bureau of Indian Affairs and Bureau of Land Management, as well as Yurok tribal police.  Yurok Tribal Chairman Thomas O'Rourke joined officers at their staging area at a hillside fire station, where he complained bitterly of the growers.  "They're stealing millions and millions of gallons of water and and it's impacting our ecosystem," O'Rourke said. "We can't no longer make it into our dance places, our women and children can't leave the road to gather. We can't hunt. We can't live the life we've lived for thousands of years." And while growers once "brought their fertilizer in in batches in the dark," O'Rourke said dump trucks now enter the reservation with impunity in broad daylight, using heavy equipment to carve roads through tribal land. Yurok authorities said tens of thousands of plants would likely be eradicated in the operation, chipped on-site.   

US Rep. Scott Perry (R-PA) on July 29 introduced a bill to legalize cannabidiol (CBD) oil on a national level, citing its effectiveness in treating seizures in children suffering from epilepsy. The "Charlotte's Web Medical Hemp Act of 2014" would remove CBD oil and "therapeutic hemp" from the federal definition of marijuana in the Controlled Substances Act. "Therapeutic hemp" is cannabis that contains no more than .3% THC and therefore produces no "high." Perry announced the bill at press conference where he was joined by the president of the national Epilepsy Foundation and advocates that included the mother of Colorado girl Charlotte Figi, whose successful treatment with  CBD  oil won national interest. Also present was Joel Stanley, one of the creators of the "Charlotte's Web" strain of marijuana used to treat Figi. Introduction of the legislation coincides with a pledge by Pennsylvania's Gov. Tom Corbett to create a state-level pilot program for families whose children require access to medical marijuana. (Jurist, July 29; PennLive, MSBC, July 28)

Media reports in Mexico indicate that the notorious Sinaloa Cartel kingpin Joaquin Guzmán Loera AKA "El Chapo"—who evaded authorities for over a decade before being captured earlier this year—has claimed victory in a hunger strike at the top-security Altiplano prison at Almoloya de Juárez, México state. Chapo reportedly started the strike July 16 with fellow imprisoned kingpin Édgar Valdez Villarreal AKA "La Barbie"—who had once been his comrade-in-arms but later became his bitter enemy when Barbie defected to the rival Beltran-Leyva cartel. The hunger strike rapidly spread throughout the prison, with at least 1,000 other inmates joininig. Authorities quickly capitulated on some of the key demands. Prisoners will be given new shoes and clothing, and they will be served more food (although it will be the same mediocre quality). Inmates will also be allowed to purchase more items such as toilet paper from the prison store. They will be allowed three attempts to make phone calls to their families; previously, if the call was not connected or the line was busy they had to wait nine days to try again. Although other demands were not met, Chapo and Barbie called off the strike. It should be noted that Altiplano is the most elite prison in Mexico, with state-of-the-art security measures modelled after the "supermax" facilities in the United States. But conditions are far worse at the country's many overcrowded and corrupt state facilities—which have witnessed a series of bloody uprisings in recent years. Peru's National Police force has stepped up operations against what the press in the South American nation calls narco-senderistas—surviving remnants of the Shining Path guerilla movement that control cocaine production in two remote pockets of jungle. On July 19, the special Anti-Terrorist Directorate (DIRCOTE) announced the arrest of four members of Shining Path's Huallaga Regional Committee, the command body for the guerilla column in the coca-producing Upper Huallaga Valley. They were arrested at a market stall in the town of  Ventanilla (Huánuco region), operated by one of the four, María Bautista Rojas, but DIRCOTE said they were part of the "platoon" led by the guerilla commander Juan Laguna Domínguez AKA "Comrade Piero," with responsibility for several caseríos (hamlets) in the nearby jungle. (El Comercio, July 19)

The American Herbal Products Association (AHPA) released its long-awaited medical marijuana manufacturing guidelines July 22, completing its compendium of industry standards which include regulatory recommendations for cannabis from seed to sale. The AHPA manufacturing guidelines come as licensed Colorado business At Home Baked sees the country's first medical marijuana product recall. A new nationwide program called Patient Focused Certification (PFC), a project of Americans for Safe Access (ASA), aims to bring greater standardization to the medical marijuana industry. The PFC program uses the recently completed AHPA guidelines in combination with standards set by American Herbal Pharmacopoeia (AHP) for the plant's identity, purity, quality and botanical properties. Together, these standards have the means to bring greater accountability to the industry and increased safety for patients.

Mexican authorities unearthed five recently buried bodies from a clandestine grave in the rural pueblo of Mochicahui, El Fuerte municipality, Sinaloa state, officials announced July 21—the latest in a long string of such gruesome finds that the press in Mexico has dubbed narco-fosas, or narco-graves. Sinaloa state prosecutors were tipped off by a local resident whose family member was among the disappeared. Peasants in the region are terrorized by the Sinaloa Cartel, which makes a grisly example of those unwilling to cooperate in its drug-running operations. (EFE, July 21)

The decrim train rolled into Philadelphia on June 19 as the City Council voted 13-3 to end marijuana arrests. As of September, if you're caught with 30 grams or less, the worst that can happen is a $25 fine. This is nothing short of a historic day for civil rights in Philadelphia,” says PhillyNORML co-chair Chris Goldstein. “We can now stop the practice of having the harshest penalties in the commonwealth of Pennsylvania for having a small amount of marijuana.” The veto-proof vote means that the ordinance, sponsored by Councilman Jim Kenney, will be enacted by September, although Mayor Michae Nutter, who opposed the ordinance, could sign it into law immediately.

Spanish authorities on July 19 announced the arrest of wanted Colombian kingpin Hernán Alonso Villa AKA "El Ratón" (The Mouse), who was apprehended on a highway outside the Mediterranean port of Alicante. Alonso Villa is said to have been a top European operative for the Oficina de Envigado, now Colombia's most powerful criminal organization, and is held responsible for exporting massive amounts of cocaine to Spain, the Netherlands, and elsewhere on the continent. He is also accused of having led the Oficina's paramilitary enforcement wing in Colombia. The Oficina has been linked to nearly 400 murders, according to authorities. Spain's National Police said Alonso Villa has been transfered to Madrid pending extradition to Colombia. (The Guardian, July 20; Latino Post, El Tiempo, July 19)
