A group of 22 medical experts convened by Johns Hopkins University and The Lancet, Britain's foremost medical journal, on March 24 issued a call for the decriminalization of all non-violent drug use and possession, flatly calling the international war on drugs a failure. The paper by the Johns Hopkins-Lancet Commission on Public Health and International Drug Policy (PDF) calls on the world's governments to "move gradually toward regulated drug markets and apply the scientific method to their assessment." Dr. Chris Beyrer, a professor at Johns Hopkins Bloomberg School of Public Health and the senior author of the report, told the CBC: "We've had three decades of the war on drugs, we've had decades of zero-tolerance policy. It has had no measurable impact on supply or use, and so as a policy to control substance use it has arguably failed. It has evidently failed."

The trial of a paralyzed man who was prosecuted by Swedish authorities for self-medicating with cannabis has sparked debate over legalization in the Scandinavian nation, according to a March 27 report in Sweden's English-language The Local. Andreas Thörn, 37, who broke his neck in a motorcycle accident in 1994, used cannabis for relief from neuropathic pain as well as anxiety and depression. He was initially acquitted in August 2015 after successfully using a medical defense. Thörn said he had tried numerous pharmaceuticals which did not help, and had run out of legal options. Claes Hultling, spinal injury specialist at the Karolinska Institute, testified that studies indicate barely a fifth of spinal cord patients can be treated with the drugs available today.

In a blow to municipal power to regulate medical marijuana, the US Supreme Court on March 21 refused to hear Oakland's appeal of last year's ruling by the 9th Circuit Court of Appeals that the city cannot help defend Harborside Health Center in federal court. The Justice Department has been trying to shut down the flagship dispensary on the Oakland waterfront—dubbed a "superstore" by US attorney Melinda Haag. The city of Oakland tried to intervene in the case, asserting that Harborside's closure would rob the cash-strapped municipality of millions in tax revenues.

Three men were busted after attempting to deliver a whopping 300 pounds of cannabis to a building in New York's Greenwich Village, police told CBS New York on Feb. 27. NYPD narcotics officers arrested Patrick Johnson, Matthew Parrigo and Christopher Bender after they were spotted carrying a large wooden crate into the building at 144 Bleeker Street. Cops later discovered another 150-pound crate loaded with weed after searching a delivery truck on scene.

The Manhattan US Attorney's office announced March 8 that it will not prosecute the NYPD officer who killed unarmed teen Ramarley Graham—almost four years to the day after he was slain by undercover officers who had chased him into his own apartment in The Bronx. No gun was found—just a small a bag of cannabis, which he was apparently trying to flush down the john. "After conducting a thorough and independent investigation, the US Attorney's Office has determined that there is insufficient evidence to meet the high burden of proof required for a federal criminal civil rights prosecution" of police officer Richard Haste, said a statement from Preet Bharara, federal prosecutor for New York's Southern District. "Accordingly, this office's investigation into Mr. Graham's death has been closed."

Colombia's Prosecutor General Alejandro Ordoñez on Feb. 29 formally opened an investigation into Gen. Rodolfo Palomino, the country's recently resigned National Police chief, over his alleged involvement in a gay prostitution ring being run within the force. The so-called "Comunidad del Anillo" (Community of the Ring) was exposed by a number of former cadets at the General Santander Police Academy in Bogotá, who said top police officials and congressmen used the sexual services of cadets. Both Palomino and vice-minister of the Interior Carlos Ferro Solanilla resigned last month as the Prosecutor General announced the impending investigation. One police captain who came forward claims he was drugged and raped by members of the ring.

Philly Voice reports that the Pennsylvania ACLU is planning to appeal following a decision last month by a federal court that a citizen has no First Amendment right to record police activity without a specific, critical reason for doing so. In the Feb. 19 decision, the US District Court for the Eastern District of Pennsylvania ruled in Fields vs. City of Philadelphia that absent "any state purpose of being critical of the government," your freedom of speech is not applicable when recording the activities of police officers.

With the harvest season just weeks away, tensions are high in Burma's opium-producing Kachin state following a series of clashes between opium-growing peasants and a local citizen anti-drug movement. Pat Jasan, a patrol established two years ago by the Kachin Baptist Church, has been in repeated confrontations over the past weeks at Kachin's Waingmaw township. The most recent, on Feb. 25, resulted in at least 20 Pat Jasan followers wounded in gunfire and grenade blasts. The vigilantes were apparently set upon by a heavily-armed force while clearing poppy fields.
