Nationwide cannabis shortages since Canada went legal last month are causing some provinces to rethink their distribution plans. Alberta has just announced that retail outlets will be barred from purchasing online but must place their orders manually to prevent the computerized system from being overwhelmed. Provincial authorities are struggling to break the logjam in the supply chain, and keep enough product in stock for those who purchase either online or from brick-and-mortar outlets.

Cannabis is set to become legal in Michigan after voters in the Wolverine State passed Proposal 1 during the midterm elections. 

The passage of Prop 1 makes Michigan the 10th state in the nation and the first in the Midwest to legalize cannabis for "recreational" use, joining California, Oregon, Washington, Alaska, Colorado, Nevada, Massachusetts, Vermont, Maine and Washington DC.

A growing number among Canada's First Nations are looking to legal cannabis as a path to economic empowerment. Others are deeply skeptical, recalling the bitter history of substance abuse among Canada's indigenous communities. Yet all seem united in demanding sovereign control on the cannabis question within their own reserves.

North Dakota may become the 10th state to legalize cannabis, following approval of enough signatures to get a ballot measure before the voters in November. But the surprisingly liberal measure of course faces opposition from law enforcement in a traditionally conservative state.

Amid the controversies over how Canada's federal government and provinces will divide regulatory oversight as well as the tax revenues from legal cannabis, a largely overlooked question is the role of the country's First Nations. With passage of the Canadian Cannabis Act now imminent, indigenous groups agree they want more involvement in the process. But First Nations are divided between those hoping for a windfall from legal sales and those actually calling for passage of the Cannabis Act to be put off because native peoples were not properly consulted.

Amid the controversies about federal versus provincial control of the cannabis biz as Canada prepares for legalization, another jurisdictional issue has emerged. At the annual meeting of the Assembly of First Nations (AFN) in Ottawa Dec. 6, leaders of Canada's indigenous peoples demanded the right to set the laws that will oversee cannabis within their own territories.

High Times magazine's Las Vegas Cannabis Cup, scheduled to open March 4 on Moapa Pauite tribal land outside the Sin City, has been threatened by the federal Justice Department. A letter to tribal authorities warning against the event comes as the Trump administration is making noises about a more intolerant approach to the cannabis economy. Cup organizers now say no actual cannabis will be allowed at the confab, local KTNV reports. But the event itself is still on—a trade show, capped by a concert headlining rapper Ludcaris to celebrate the passage of Question 2, Nevada's legalization initiative.

In an utterly bizarre case reported in Oregon's Willamette Week on July 27, the federal government is taking the almost unheard-of move of prosecuting an individual for possession of a small amount of cannabis. Making it all the more perverse, this is happening in Oregon, which last year legalized recreational cannabis by popular vote. More perverse still, the taregted individual is a Native American youth—who may face one year in prison for possession of just about enought herb to roll a fat joint.
