Australian police on Feb. 15 announced the seizure of 720 liters of liquid methamphetamine with an estimated street value of A$1 billion (about US$700 million)—hidden in gel bra inserts. The laundered bra shipment, which also included art supplies similarly used to hide the meth, were found in a storage unit in Sydney. Four were charged: three men from Hong Kong and a Chinese national. The joint operation involved the Federal Police, New South Wales police and Australian Border Force. "This has resulted in 3.6m individual hits of ice being taken off our streets," boasted NSW Justice Minister Michael Keenan. Officials said the operation began in December when Border Force examined a shipping container that had arrived from Hong Kong.

Australia is anticipated to soon legalize cultivation of cannabis for therapeutic and resarch purposes, following a bill introduced to Parliament in Canberra Feb. 10. The proposed legislation, backed by Prime Minister Malcolm Turnbull and leading political parties, would amend the Narcotic Drugs Act of 1967 to allow licensed cultivation and distribution of medical marijuana. The law would also change the Therapeutic Goods Act of 1989 to permit farmers to cultivate and distribute. Introduction of the bill follows recent moves by several Australian states and territories to provide patients participating in clinical trials with access to the herb.

In the Nov. 4 elections, voters in Washington DC approved Initiative 71, a legalization measure allowing residents to grow up to six plants at home and possess up to two ounces. The victory portends a showdown with Congress, as the Republicans will now control both houses. Oregon approved Measure 91, a legalization measure giving regulatory control to the state liquor control agency and allowing Oregon citizens to grow up to four plants. We continue to await word on a legalization measure in Alaska. A medical marijuana measure in Florida was defeated. Guam became the first US territory to pass a medical marijuana measure. The 9th Circuit US Court of Appeals in San Francisco April 9 issued a ruling that may open the way for protection of sacramental cannabis use under federal law. While the decision found that the government does not have to compensate a Native American church for seized cannabis, it also allowed Michael Rex "Raging Bear" Mooney and the Oklevueha Native American Church of Hawaii to fight for declaratory and injunctive relief barring the government from enforcing the Controlled Substances Act against their followers.

A New Zealand cancer patient facing a jail term for growing cannabis he uses to alleviate pain pledges to go on a hunger strike if he is imprisoned. Peter Davy, 51, of Timaru, pleaded guilty to cultivating cannabis, but says he uses the herb only for medicinal purposes for himself and his partner, who suffers from multiple sclerosis.

Police in the New Zealand capital of Wellington are weighing charges against a group of protesters who invaded the city's central police station with a cart full of burning cannabis. The activists had been demonstrating on the parliament grounds by smoking openly in front of police and security, as party of an ongoing civil disobedience campaign.

Roger Christie, founder of the Hawaii Cannabis Ministry, was denied bail July 16 by US District Judge Alan Kay in Honolulu. Kay noted  allegations that Christie, 61, continued operating what prosecutors are calling his marijuana distribution ring from jail.

Territorial Sen. Rory Respicio June 16 revised and reintroduced his bill that would allow for the medicinal use of marijuana on Guam. Among changes to the Compassionate Health Care Act, now Bill 423, language was added to state that doctors cannot write prescriptions for cannabis, but can recommend its use and certify that recommendation.
