You know the times they are a-changing when Forbes magazine runs a headline predicting that the international market for cannabis will hit $31.4 billion within the next four years. This projection is based on  a new report from the Brightfield Group, a cannabis market research firm based in Chicago. Currently, the global market is estimated to be worth $7.7 billion, but a compound annual growth rate of 60% is foreseen as countries around the world liberalize their marijuana laws.

An immigration hearing was held in Chicago March 6 for an Army veteran who served two tours of duty in Afghanistan, sustained a brain injury in combat, suffers from post-traumatic stress—and may now be deported to Mexico over a non-violent drug offense. Pfc. Miguel Perez Jr, 38, came to the US from Mexico when he was just eight years old. Perez, whose parents are both US citizens, told the immigration judge he loves the United States and considers himself a devoted patriot. After the 2.5-hour hearing, the judge said a decision will be issued in a few weeks.

The US Justice Department on Jan. 13 issued a report charging the Chicago Police Department with a pattern of civil rights abuses. Attorney General Loretta Lynch said the federal probe, covering the period from 2012 to 2016, found that the Chicago police force "engages in a pattern or practice of use of excessive force that violates the Fourth Amendment to the US Constitution." The Fourth Amendment protects citizens from unreasonable search and seizure.

A federal judge in Mexico ruled May 9 that drug lord Joaquín "Chapo" Guzmán may be extradited to the US—where he faces numerous federal charges of drug trafficking, kidnapping, money laundering and murder in Chicago, Miami and New York. Mexico's Exterior Secretariat has 30 days to decide whethe to approve the extradition, but Guzmán's lawyers say there are multiple appeals pending against extradition, and that to extradite him before these are exhausted would be a violation of his human rights. Mexico's Third District for Penal Processes, which approved the extradition, says that all legal requirements have been met. The identity of the judge in the case remains secret under special rules in place for prosecution of cartel bosses. (Jurist, BBC News)

This has been a very bad week for the Chicago Police Department. Among the headaches was a statement from the American Civil Liberties Union of Illinois on "unsettling" reports of Chicago police monitoring peaceful protest groups, and is calling for City Council hearings on the claims. The statement came in response to a Chicago Sun-Times report finding that the department opened seven investigations since 2009 to monitor activist groups. E-mails released by the city under purblic pressure after the 2014 fatal police shooting of African American teen Laquan McDonald revealed that cops kept close tabs on protesters. Undercover officers were sent to monitor meetings of Black Lives Matter and other groups. (AP, April 10)

In an utterly maddening decision, on July 28 the 7th US Circuit Court of Appeals in Chicago found that a police dog in a drug bust was unreliable in detecting drugs—yet let the conviction in the case stand anyway! Lex, the drug-sniffing pooch of the police force in Bloomington, Ill.,  must have been at the "bottom of his class" at dog-training school, the court stated. The defense presented evidence that Lex signals for drugs 93% of the time, often inaccurately. The court admitted Lex only had a "59.5% field-accuracy rate," which is "not much better than a coin flip." It also agreed that giving the critter treats for each alert—false or not—was a "terrible way to promote" accuracy. But the conviction of Larry Bentley Jr was upheld, on the grounds that contradictory answers to officers' questions and other evidence separately justified the search of his car in a traffic stop, which turned up cocaine.

Revolution News notes that the Illinois State Police have been approved by the Federal Aviation Administration to use drones—but are refusing to actually call them drones. In a statement released to Sun-Times Media Wire, the state police department admitted that it is intentionally avoiding the word "drone" because "it carries the perception of pre-programmed or automatic flight patterns and random, indiscriminate collection of images and information." The force will add "unmanned aircraft" to its list of tools for the next two years. The state police said they worked with legal professionals and the American Civil Liberties Union to minimize the privacy impact on average citizens, and needed the drones primarily for "investigation of major traffic crashes."

The city of Chicago on April 14 proposed a $5.5 million reparations fund for dozens of torture victims connected to former police Commander Jon Burge and his so-called "midnight crew of rogue detectives," the Chicago Tribune reports. The proposal, negotiated with a plaintiff's attorney and supported by Mayor Rahm Emanuel, would offer free city college tuition for victims and their families, free psychological counseling, and other such assistance to more than 50 potential victims. The city would also issue a formal apology, create a permanent memorial recognizing the victims and ensure that the new generation of students in Chicago public schools is taught about the Burge case. Other inmates who assert their confessions were extracted through torture continue to fight to overturn convictions and win their freedom. The scandal has already cost tax-payers some $100 million in lawsuit settlements, judgments and other legal costs.
