A new riot between rival gangs in the dangerously overcrowded prison at  Altamira, in the Mexican border state Tamaulipas, left seven inmates dead Oct. 26.  State authorities said the prisoners were killed with makeshift knives in a fight in one cellblock at the facility, officially known as the Execution and Sanction Center (CEDES). Thirty-one inmates died in a riot in the same prison early last year, pointing to a crisis rooted in the confluence of teeming lock-ups and the bloody narco wars being waged in Tamaulipas both inside and outside the prisons. The state is currently Mexico's most violent. The CEDES was designed to hold 2,000 inmates, but now has a population of more than 3,000. (AP, Notimex, Oct. 26)

Italian police say Albania, the impoverished Balkan country just across the Adriatic Sea, is the source for vast quantities of cannabis entering G8 and EU member Italy. In the latest major haul in July, Italian Finance Police intercepted a full metric ton of cannabis from a speedboat along the coast of southern Puglia region. Four crewmen were arrested—two Italian and two Albanian. This came one month after the Finance Police released the results of months of air reconnaissance of Albania's hinterland, undertaken in a joint operation with Albanian police—identifying 500 cannabis plantations, accounting for a combined production of 1,000 metric tons with an estimated retail value of 4.5 billion euros. Over the past 20 years since the fall of its rigidly closed Communist dictatorship, Albania has won the title of "Europe's Afghanistan" for its prodigious cannabis production.

As harvest season approaches in northern Mexico's remote and rugged Golden Triangle, army and police forces are carrying out aggressive cannabis eradication campaigns. Commanders of the Fifth Military Region—straddling the states of Jalisco and Zacatecas—report that over the month of September, 882  marijuana plants covering an area of 115 hectares were burned in their fields, along with 284 opium plants covering 19 hectares. Military forces in Durango state gave a figure of 23 metric tons of harvested cannabis desrtroyed, as well as 500 combined marijuana and opium plants.

Mexican federal police on Oct. 4 announced the apprehension of a fugitive Gulf Cartel operative, Eduardo Francisco Villatoro Cano AKA "Guayo"—wanted in Guatemala for a bloody attack on police earlier this year. Guayo was captured in Tuxtla Gutiérrez, capital of southern Chiapas state, bordering Guatemala. Guatemalan authorities hold him responsible for a June armed attack on a National Civil Police post in Salcajá, Quetzaltenango, in which nine officers were killed.  He was arrested along with his cousin, Édgar Waldiny Herrera Villatoro AKA "El Gualas." Although both men are Guatemalan nationals, they were said to be serving as agents of Mexico's Gulf Cartel. They were turned over to authorities in Guatemala, where President Otto Perez Molina said the Gulf Cartel network in the country has now been dismantled.

Renowned Mexican investigative journalist Anabel Hernández, author of Narcoland: The Mexican Drug Lords and Their Godfathers, has been receiving police protection since her reportage outed top figures in the country's security apparatus as collaborators with the drug cartels—predictably resulting in threats on her life. On Sept. 26 she spoke at an event hosted by New York University in Lower Manhattan, entitled "Too Dangerous for Words: Life & Death Reporting the Mexican Drug Wars." She spoke about her journey, and how she views the state of Mexico's narco-wars following last year's change of government.

Ten people were killed as two gunmen attacked a home in the Ciudad Juárez suburb of Loma Blanca Sept. 22, where young people had gathered to celebrate a baseball victory. A seven-year-old girl, her mother, three teenage boys and five adult men are among the dead. The Chihuahua state prosecutor's office is investigating whether the massacre might be related to the kidnapping of five men from Loma Blanca's baseball field two months ago.

Three men allegedly linked to Mexico's Sinaloa Cartel, accused of conspiring to distribute a thousand kilograms of cocaine in the US and Europe, face trial in a federal court in Concord, New Hampshire, after being extradited from Spain. According to network Univisión, the accused were apprehended in the Spanish port of Algeciras in August 2012. One defendant, Manuel Jesús Gutiérrez Guzmán, has been identified as a cousin of Joaquin Guzman AKA "El Chapo"—the Sinaloa Cartel's notorious fugitive kingpin. Another, Rafael Humberto Celaya Valenzuela, was a candidate for public office in San Luis Río Colorado, Sonora, with Mexico's ruling Institutional Revolutionary Party (PRI). The French navy announced Sept. 12 that it had made a record cannabis seizure in the Mediterranean sea after intercepting a ship carrying 20 tons, with an estimated value of 50 million euros. "To the best of our knowledge it is the biggest seizure by the French state in the Mediterranean," vice-admiral Yves Joly told reporters in Toulon. The Tanzania-flagged Luna-S was boarded by French naval forces in international waters between Italy and Algeria. The eight-member crew, tentatively identified as Syrians, set the cannabis on fire as the French patrol ship approached, and dramatic photos were released of smoke rising from the deck. The Luna-S had left Morocco days earlier. Tanzanian authorities say they are investigating the ship, which was registered to a company in the Marshall Islands.
