The family of late reggae legend Peter Tosh announced June 22 that the superstar's son has been left in a coma following a beating in a New Jersey jail, where he was serving a six-month sentence on a marijuana possession charge.

Seven Baltimore police officers were arrested by federal agents March 1 on racketeering charges. The officers are accused of conducting illegal stops, stealing money and drugs from suspects, swearing false affidavits, submitting false incident reports and participating in overtime fraud. One of the officers was also charged in a separate drug conspiracy indictment, involving a heroin distribution ring. The charges are the latest blow to Baltimore's already scandal-mired police force.

A corrections officer has been left dead following a nearly 20-hour stand-off and hostage crisis at a Delaware prison. The uprising was put down when state police seized control of the James T. Vaughn Correctional Center in Smyrna the morning of Feb. 1. Inmates took four guards hostage to protest harsh conditions at the facility, and to demand educational and other programs for prisoners. Some inmates managed to establsih phone contact with the Wilmington News Journal to state their demands. One said their reasons "for doing what we're doing" included "Donald Trump. Everything that he did. All the things that he's doing now. We know that the institution is going to change for the worse."

Lighting up joints right on the National Mall in the middle of Donald Trump's inauguration speech struck me as the perfect way to usher in the new era. As High Times reported, the Inauguration Day smoke-in did indeed get away with it. But the real testament to cannabis' power to bring people together actually came a few hours earlier, when the DC Cannabis Coalition gathered in Dupont Circle, about a mile from the mall, for their mass joint give-away.

The US Justice Department on Jan. 13 issued a report charging the Chicago Police Department with a pattern of civil rights abuses. Attorney General Loretta Lynch said the federal probe, covering the period from 2012 to 2016, found that the Chicago police force "engages in a pattern or practice of use of excessive force that violates the Fourth Amendment to the US Constitution." The Fourth Amendment protects citizens from unreasonable search and seizure.

Cannabis advocates have been cautiously awaiting the moment of reckoning when the incoming Trump administration reveals how it will handle the growing groundswell for legalization. Now the DC Cannabis Coalition announces that it will make the point by smoking a joint—in public, on Inauguration Day. USA Today reports that the group plans to start handing out joints at 8 AM Jan. 20 in DC's Dupont Circle. Then, marchers will walk to the National Mall for the main rally—and light up. “The main message is it’s time to legalize cannabis at the federal level," said Adam Eidinger, founder of DCMJ, the group that pushed for the successful legalization initiative in the District of Columbia in 2014.

Officials and civil rights advocates in Baltimore are expressing outrage over revelations that a private company has been conducting secret aerial surveillance on behalf of the city's police department—collecting and storing footage from neighborhoods, with no public oversight. Ohio-based Persistent Surveillance Systems has for months been testing sophisticated new cameras afixed to a small Cessna flying over the city, according to an Aug. 23 report in Bloomberg Businessweek, which was given exclusive access to the testing program. Police the following day confirmed the program to the Baltimore Sun, admitting to having collected some 300 hours of surveillance this year.

From New Jersey comes the unwelcome news that the Lacey Township Board of Education has voted to approve a program of "voluntary" random drug-testing for middle school students. "I'm a supporter for any intervention to give another reason for kids to say 'no' and that can start at any age, especially with our young teens," district superintendent Craig Wigley told NJ Advance Media after the Aug. 15 vote. Seventh and eighth graders who participate in athletic programs or extracurricular programs will be given the "option" to participate in the testing program, with parental consent. For a first violation, a student would be barred from sports or extracurricular activities for 10 days. With a second violation, it goes up to 45-days, with mandatory attendance of eight counseling sessions. A third strike, of course, means you're out—barred from sports and extracurricular programs permanently. The district already has a similar program in place for high school students.
