The medical marjuana advocacy organization Mamá Cultiva, which has been campaigning on the issue across South America, is criticizing the new measure just passed by Argentina's Senate for failing to legalize personal cultivation. The Senate voted unanimously on March 29 to legalize cannabis oil and other derivatives for medical purposes. Talking Drugs blog reports that the bill is set to become law immediately upon receiving President Mauricio Macri's signature, as it was already passed by the lower-house Chamber of Deputies in November. Under the law, patients must register with a planned national program to be overseen by the Ministry of Health.

An unprecedented—and completely unexpected—campaign for medical marijuana in Peru has been paradoxically sparked by a police raid on a collective n Lima last month. What local media accounts luridly called a "clandestine laboratory" in the capital's San Miguel district was busted by National Police in the pre-dawn hours of Feb. 8, and five kilos of cannabis confiscated along with equipment. Turns out it was the hash-oil facility of a collective known as Buscando Esperanza (Seeking Hope)—made up mostly of mothers who were producing the oil for their offspring suffering from cancer, multiple sclerosis, epilepsy and the like. One of the moms, Ana Álvarez, has now emerged as Peru's national voice of medical marijuana.

Colombia has launched an ambitious initiative to provide a legal market for peasant cannabis cultivators, supplying a new facility that will produce extracts for the Israeli medical market. This week, the company One Colombia, which now produces coffee infused with medicinal herbs, broke ground on the plant at the highland town of Corinto, in the southern region of Cauca, Vanguardia newspaper reports. With an investment of $1.5 million from Israeli partners, the plant is projected to produce 300 tons of oil extracts annually, from 10 times as much "primary material"—all provided by local small producers.

A north Florida company on July 20 was awarded the state's first license to process and distribute medical marijuana for the limited number of patients who qualify under stringent regulations. Hackney Nursery, doing business as Trulieve, received approval from the state Health Department to process the state's first harvest at a facility in Quincy, with the first sales expected in the coming days at its Tallahassee dispensary..

PharmaCielo Colombia Holdings, local subsidiary of Canada-based PharmaCielo Ltd, announced June 28 that it has won a manufacturing license from Colombia's Ministry of Health to process cannabis plants for medical and scientific purposes. This allows PharmaCielo to apply for a licence to cultivate cannabis, primarily for production of oil extracts. The company is the first to be granted such license since President Juan Manuel Santos issued a decree in December establishing a legal framework for a medical marijuana program in Colombia. The operation will be based in Rionegro, Antioquia region.

Within 48 hours of the June 15 DEA raid on the facilities of his cannabis extracts company in Santa Rosa, Dennis Franklin Hunter was released without charges—and the enterprise, Care By Design (CBD), is back in operation. Advocates are hailing as a victory for the industry and user's rights. At least 150 patients, activists and supporters of the CBD Guild collective filled the steps outside the Sonoma County Superior Courthouse in Santa Rosa following the raid, the local Press-Democrat newspaper reports. Company spokesman Nick Caston, emphasized CBD's commitment to operating within the law, saying: "We produce medicine as determined by the voters in the 1990s, and we do it with the best practices of any company in the state."

On June 15, DEA agents and Sonoma County law enforcement raided six facilities associated with Care By Design (CBD), a Santa Rosa company that produces cannabis oils, tinctures and sprays under the Absolute Xtracts brand. The raid comes just days after the company hosted local and state officials at its facilities to discuss regulations for the emerging industry. CBD co-founder Dennis Hunter was arrested and charged with a felony for manufacturing a controlled substance by chemical extraction (a law created for meth labs). He is being held on $5 million bail. Equipment and payroll records were also seized. The company is apparently accused of using butane gas to produce concentrated cannabis oil—a practice banned in California. There have been quite a few histories of cannabis culture and politics, but Bruce Barcott's Weed The People: The Future of Legal Marijuana in America is the first to examine the cannabis industry and its future prospects at a moment when it is taking flight. His opening overview of how we got to this point is engaging if not always strictly accurate (he loans too much credence to the '70s paraquat scare). He notes the litany of US government reports back to the 1920s exculpating cannabis of the calumnies against it—all ignored by the very government that commissioned them. He details the bureaucratic obstacles that have been raised to research on cannabis' medical benefits. And he relates the passing of the torch (or, more literally, the joint) from the jazz scene to the beatniks to the hippies to the mainstream.
