Aide Nava, 42-year-old woman running for mayor in Mexico's conflicted southern state of Guerrero, was found decapitated March 11, a day after she was abducted in her hometown of Ahuacuotzingo. The decapitated body was found in the municipality's outlying hamlet of Tecoanapa with a note signed by Los Rojos, one of the main Guerrero narco-gangs, threatening the same treatment for any politician who does not "fall in line." She had been seized the previous day by gunmen who stopped her campaign bus on a rural road. Nava's family, activists with the leftist Party of the Democratic Revolution (PRD), had long been under threat. Her husband Francisco Quiñonez Ramírez, the former mayor of  Ahuacuotzingo, was gunned down by an assassin in June 2014.  Their son, Francisco Quiñonez Nava, was kidnapped in October 2012 and remains missing. 

Here we go again: the headline says one thing, the actual text (if you read carefully enough) something else entirely. In the relentless effort to hype a Middle East terrorist connection to the Latin American narco-traffic, the feds just scored a real coup. Dino Bouterse, the son of Suriname's current president and former military dictator Desi Bouterse, was on March 10 sentenced in federal court in New York City to 16 years for attempting to provide material support to Hezbollah, along with narco-trafficking and firearms charges. Bouterse, who was arrested in Panama in 2013 and pled guilty, was an architect of Suriname's Counter-Terrorism Unit (of course).  "Dino Bouterse was supposed to oppose terrorism," said US attorney Preet Bharara. "Instead, Bouterse betrayed his official position and tried to support and aid Hezbollah, including his agreement to assist Hezbollah in acquiring weapons, and conspiring to import cocaine to the US. Today he has been sentenced to a lengthy prison term for those odious crimes."

Cannabis legalization as a political platform in Israel has traditionally been the domain of the Green Leaf Party, an idealistic, single-issue effort which has yet to gain even one seat in the Knesset. But Israeli news site YNet reported March 3 that Meretz, a traditional party of the center-left, held a confab at the Zionist Organization of America building in Tel Aviv to promote medical marijuana (at least), with more general legalization also discussed. Entertainment was provided by topical hip-hop/funk outfit Hadag Nachash before headlining speakers including Meretz MK Tamar Zandberg and Dr. Rick Doblin of the Multidisciplinary Association for Psychedelic Studies (MAPS). Yarden Gazit of the Jerusalem Institute for Market Studies (JIMS) protested that more than 18,000 criminal cases are opened a year for cannabis-related offenses—despite the fact that only 25% of Israel's populace supports criminalization. Urged  Zandberg in her closing remarks: "If you are a leftist, if you support legalization—vote Meretz."

Mexican authorities on March 4 announced the capture of Omar Treviño AKA "Z-42"—leader of Los Zetas, the ultra-violent narco-paramilitary network that has long terrorized the country. Z-42 was detained without a shot being fired by federal police and soldiers in San Pedro Garza García, an upscale suburb of northern industrial hub Monterrey, officials said. US DEA chief Michele Leonhart congratulated Mexico, saying the bust "strikes at the heart of the leadership structure of the Zetas." The US State Department had a $5 million price on Treviño's head, while Mexican authorities offered $2 million. 

Balkan Insight reported Feb. 28 that Koço Kokedhima, an MP with Albania's ruling Socialist Party, has launched a campaign calling for the legal cultivation of cannabis. The country is considered a major supplier for Europe, and last year its police carried out major eradication operations, destroying scores of plantations and arresting dozens. "Albania produces cannabis of high quality, well known in Europe. This could be done under state licenses for the pharmaceutical industry," Kokedhima told the parliament in a discussion on ways to support the country's impoverished rural sector. 

Virginia Gov. Terry McAuliffe on Feb. 26 signed a legislative measure (HB 1445) permitting use of cannabis oils for patients suffering from severe forms of epilepsy. The bill permits the use of cannabidiol (CBD) and tetrahydrocannabinol acid (THC-A) oils, providing an affirmative defense to charges of possession for those suffering from intractable epilepsy, as long as they have first obtained written permission from a doctor to use the oils. The bill does not permit the cultivation of cannabis plants or establishment of dispensaries, leaving questions as to how patients may obtain the cannabis derivatives. McAuliffe did say he is open to a wider medical marijuana program in the state. (Jurist, Feb. 28; Martinsville Daily, Feb. 27).

Mexican authorities on Feb. 27 announced the capture of the country's most-wanted drug lord, Servando Gómez AKA "La Tuta"—boss of Michoacán's feared Knights Templar cartel. After a long surveillance operation, "La Tuta" was taken without a shot in a raid on a house in state capital Morelia. Also known as "El Profe" due his past as a schoolteacher, the leader of the cultish Knights Templar had overseen a bloody campaign for control of the Michoacán plaza (sphere of operations) against the group's principal rival, La Familia Michoacana, from which it broke off in 2010. Despite a $2 million price on his head, La Tuta had publicly proclaimed that he would rather die than go to prison. After his capture, he was taken to Mexico City, where he was paraded before TV cameras, before being flown by helicopter to the maximum-security Altiplano prison. Police seized several Michoacán properties in the weeks leading up the capture and arrested several of his associates, including his brother, Flavio Gómez, who was said to be in charge of the cartel's finances. The Knights Templars are said to control sprawling agricultural lands and real estate across Michoacán.

Chicago is abuzz with explosive claims in The Guardian Feb. 24 that police in the Windy City operate a CIA-style "black site" where arrestees are held incommunicado, subject to harsh interrogations without being formally booked—and therefore with no paper trail, and no means for attorneys or kin to determine their whereabouts. The facility, in a nondescript West Side warehouse known as Homan Square, has long been the scene of "secretive work by special police units," The Guardian writes, where beatings and abuse can be carried out with impunity. Detainees are held there up to 24 hours before being sent to a precinct to be formally processed. Kids as young as 15 have been held at Honan Square, and at least one man was found unresponsive in an "interview room" at the facility and later pronounced dead, according to a February 2013 Chicago Tribune story cited by The Guardian.
