capitolThe District of Columbia filed a lawsuit Aug. 15 challenging President Donald Trump's emergency order placing the city’s police department under federal control. Four days earlier, the Trump administration had declared a crime emergency in the nation's capital, and announced the federal takeover of the force. Trump invoked his emergency powers under Section 740 of the DC Home Rule Act, which grants the president authority over local police during "special conditions of an emergency nature."

Delaware becomes 22nd state to legalize cannabis

DelawareWith the failure of Democratic Gov. John Carney to either sign or veto two bills on his desk, Delaware became the latest state to legalize cannabis on April 22. Carney allowed House Bill 1 and House Bill 2 to become law without his signature.

Advances for cannabis in midterm elections

leafThe Nov. 8 midterm elections saw mixed results for state cannabis legalization efforts. In Maryland, voters approved Question 4, amending the state constitution to permit the purchase and possession of up to 1.5 ounces. In Missouri, Amendment 3 passed, allowing adults to purchase and possess up to three ounces, with a provision for registered home cultivation. New JerseyAfter a frustrating delay and deadlock in the statehouse, New Jersey finally answered the will of the voters in last year's referendum, and passed enabling legislation to create a regulated adult-use cannabis market. Activists are still dissatisfied with limits—most significantly, no provision for homegrown—and have concerns about how a "recreational" market will impact medical users. But the belated move is being hailed as a victory that ups the pressure on neighboring New York to follow through on pledges to legalize—and even on the federal government.
