The widely denied media reports turned out to be true, even if not all the details were correct. Cannabis Now can confirm that the new regime in Afghanistan is in talks with a foreign company to establish legal cannabis production for the export market.

Having funded their long insurgency with opium and hashish, the Taliban are poised to establish a “narco-state” in Afghanistan. The multi-billion dollar 20-year US effort to suppress cultivation of illicit crops in the county failed as dramatically as its war against the Taliban. Exports of Taliban-tainted smack and hash are already reaching Europe, and may reach US shores.

Recent years have seen ethnic tensions in the northernmost parts of the Emerald Triangle, as Hmong growers—immigrants from the Southeast Asian nation of Laos—have established themselves in local cannabis cultivation. This has led to civil rights litigation and a polarized atmosphere in Siskiyou County. But just to the south in Trinity County, a group is working to head off tensions by helping Hmong growers negotiate the transition to licensed cultivation.

The election of Andres Manuel Lopez Obrador—known by his initials AMLO—as Mexico's next president is being hailed as historic, marking the first time a candidate of the left has had his victory honored. He is pledging a new, demilitarized approach to ending the endemic narco-violence. And his newly named interior minister is a vocal supporter of cannabis legalization. Will a day-lightened cannabis sector provide a way out of Mexico's long crisis?

With Afghanistan's opium output now breaking all previous records, it seems that hashish continues to remain an important sideline for the country's warring factions—and to hear the US tell it, it's the ultra-puritanical Taliban that are responsible for it. A Dec. 18 press release from NATO Special Operations Command boasts of the& seizure of 34 tons of "raw hashish" (presumably meaning herbaceous cannabis) and 300 kilograms of "processed hashish" in a raid carried out jointly with the National Interdiction Unit of the Afghan police force.

The latest stats from the UN's annual Afghanistan Opium Survey are in, and the news is grim. Opium production in the war-torn country jumped nearly 87% in 2017, to record levels—an estimated 9,000 metric tons (9,921 US tons). Areas under poppy cultivation rose by 63%, reaching a record 328,000 hectares (810,488 acres), according to the joint survey by the UN Office on Drugs and Crime (UNODC) and the Afghan Counter-Narcotics Ministry. The survey also found that the number of poppy-free provinces in the country decreased from 13 to 10, with Ghazni, Samangan and Nuristan provinces joining the list of poppy-growing regions. This boosts the number of Afghanistan's 34 provinces now cultivating opium from 21 to 24. 

A federal judge in Sacramento on Sept. 12 ruled that sheriff's deputies and other officials in Northern California's Siskiyou County did not discriminate against Hmong residents while carrying out marijuana enforcement operations and other investigations last year.

Although rarely in the news, the Central Asian republic of Tajikistan is a critical corridor for hashish and opiates bound from southern neighbor Afghanistan to Europe and world markets. Violence associated with the cross-border trade is predictably endemic and appears to be escalating. Border guards have repeatedly clashed with traffickers on the frontier in recent weeks, leaving several dead.
