Indonesia repatriated two Dutch nationals, one of whom had been on death row, to the Netherlands on Dec. 8, following a bilateral agreement signed between the two countries. Both were convicted of smuggling illegal substances and had been serving lengthy sentences under the Indonesian drug laws before their repatriation.

Amnesty International has urged Singaporean authorities to immediately halt the execution of Pannir Selvam Pranthaman, scheduled for Oct. 8. The Malaysian national has been on death row since 2017 for importing 51.84 grams of diamorphine (heroin) into Singapore. Condemning the practice of mandatory death penalties for drug-related offenses as well as "multiple layers of unfairness" in Pranthaman’s case, Amnesty deemed the case emblematic of the Singaporean justice system's violations of international legal standards.

Vietnam's National Assembly on June 25 voted overwhelmingly to abolish the death penalty for eight categories of criminal offenses: espionage, bribery, embezzlement, counterfeiting medicines, vandalism of state property, sabotage, acts aimed at overthrowing the government, and drug trafficking. The revised Criminal Code now imposes a maximum sentence of life imprisonment for these offenses. Under transitional provisions, all death sentences handed down before July 1 for these crimes will be automatically commuted to life terms.

Amnesty International on April 24 expressed deep concern over a dramatic increase in executions for drug-related offenses in Saudi Arabia, stressing the fear and uncertainty faced by dozens of men currently on death row. The organization reported that Saudi authorities have executed at least 88 individuals since January, 42 for drug-related crimes, which is almost double the executions for that same period in 2024, none for drug-related crimes. Just this week, in one day on April 22, the Saudi Press Agency announced the execution of three people: two Saudi nationals for “promoting hashish,” and one Pakistani national for “trafficking heroin.” 

Global executions rose dramatically in 2024, reaching 1,518 recorded deaths across 15 countries—the highest figure since 2015—Amnesty International said April 8 as it released its annual report on the use of the death penalty. The 48-page report, "Death Sentences and Executions 2024," found that Iran, Iraq, and Saudi Arabia were responsible for 91% of known executions, with Iran alone accounting for nearly two-thirds.

Singapore just executed a man for cannabis—and for just one kilo. Even worse, the trial appears not to have even met basic standards for fairness. This outrage comes just as neighboring Malaysia is finally following through on pledges to limit use of the death penalty—five years after a global outcry when a compassionate care provider was sentenced to be hanged for supplying cannabis oil. Despite the quasi-decriminalization in Thailand, Southeast Asia remains one of the most repressive regions on earth where the herb is concerned.

It's pretty surreal that even as a legal cannabis industry emerges on a global scale, there are still countries that impose outrageously draconian sentences for the herb—up to and including the death penalty.

The egregious case of a man sentenced to death for smuggling two pounds of cannabis into the Southeast Asian city-state of Singapore has focused global attention on the disturbing reality.

A British pretty-boy model getting popped for pot and facing a lengthy term in notoriously harsh prisons has again focused international attention on Indonesia's anti-drug police state. But countless others suffer in the shadows—including some 150 on death row for drug charges. And recent progress in official recognition of (at least) the medicinal properties of cannabis has been rolled back.
